[RegCNET] urban net longwave radiation error: no convergence

Hi,
I've been getting the same error with my simulations. Now, I don't have
a solution for you, however, I've traced the error back to the
UrbanRadiation routine, in which the variable t_grnd is NaN. The NaNs
then propagate to other parts like the multi-reflection loop in the
net_longwave subroutine, essentially creating an infinite loop, thus no
convergence of the algorithm.
In trying to track the NaNs to where they originate, I found out that
some emerge in the radabs subroutine, but haven't yet been able to
ascertain if that subroutine is really the culprit.
