[RegCNET] how clmi.IQCNDV.0201-01-01_1.9x2.5_gx1v6_simyr2000_c100316.nc file read by RegCM4 model

Hello RegCNET users,
I work on dynamic vegetation model in CLM4.5 land surface model coupled to RegCM4. I know that file clmi.IQCNDV.0201-01-01_1.9x2.5_gx1v6_simyr2000_c100316.nc (spin up file) was exist in http://clima-dods.ictp.it/regcm4/CLM45/  and I would like to know how this file read and interpolated by RegCM4 model as an initial file for dynamic vegetation.
