IF I remember correctly, this unit of measure change was one of the
thing which we corrected with Fabien in creating the netCDF format for
the RegCM: it was just plainly wrong in the 4.2 and previous versions.
The correct unit of measure in the model is in mm ( == kg/m^2) and not
kg/kg. You can double check this in the BATS documentation. The units
"kg/kg" where coming from the regcm3 grads ctl file, and was wrong:
correct unit in RegCM is kg/m^2, i.e. mm.
