Technical Assistance available to Charter Signatories

The application call for Technical Assistance is constantly open. The 
next cut-off date to select the second round of recipients for the 
support is set for *30 November 2023*. 

MIP4Adapt’s Technical Assistance provides regional and local authorities 
that are Charter Signatories with tailored help to:

  * Move from risk assessment to the development of adaptation pathways.
  * Identify appropriate climate adaptation demonstration projects and
    access to relevant funding.
  * Stimulate citizens' and stakeholders' mobilisation and engagement.

MIP4Adapt's citizen engagement resources available

MIP4Adapt has developed a “do-it-yourself” (DIY) manual to support 
regional and local authorities in identifying which participatory 
activities, tools, and methods can be implemented in each step of the 
Regional Adaptation Support Tool (RAST) cycle. This manual is available 
in all official EU languages.

created to explain the importance of citizen engagement in your region’s 
adaptation strategy. It features representatives from the Mission Board 
and Mission Projects as they discuss the benefits and challenges of 
citizen engagement.

Needs of the Mission Charter Signatories to implement climate change 
adaptation outlined.

MIP4Adapt has published a report detailing the results from a recent 
survey completed by Mission Charter Signatories on their adaptation 
needs. The findings will help MIP4Adapt to design actions that best 
support the regions.

Highlights include:

  * 70% are exposed to “major financial barriers”.
  * 55% face citizens and stakeholder engagement challenges.
  * Mutual learning, twinningandregion-specific webinars and workshops
    are favoured support channels.
  * Step 5, “implementation”, and step 6 “monitoring progress and
    effectiveness” of the adaptation cycle require the most support.

First training course on climate risk management a huge success.

Sixteen climate risk practitioners successfully concluded this intensive 
six-day course, where they were introduced to some of the most relevant 
tools and frameworks available for developing Climate Risk Management 
activities.

Each day focused on some of the specific aspects of the Climate Risk 
Management policy cycle, as illustrated in the *Adaptation Support tool 
<https://climate-adapt.eea.europa.eu/en/knowledge/tools/adaptation-support-tool>* 
of Climate-ADAPT. These included: (1) preparing the ground for climate 
adaptation action; (2) identifying climate risks and response options; 
(3) evaluating, implementing and monitoring options; and (4) 
communicating, engaging and reporting to different audiences. The 
training was a mixture of lectures, workshops, case studies, a field 
trip and interactive discussions.

Adaptation to climate change: EU policy on a Mission towards 
transformation?

This comment piece in the Nature Portfolio Journal was written to remind 
readers of the urgency and importance of adaptation to climate change in 
the European Union.

It notes significant recent policy developments, and highlights some of 
the opportunities that the Mission on Adaptation to Climate Change 
affords communities and policy makers to identify and develop more 
transformative actions.

The article includes suggestions for how social scientists might engage 
with these opportunities in the run-up to 2030, and factors to consider 
in the context of the current political landscape.

State of the Energy Union 2023: Further action needed to accelerate 
climate action

The latest report highlights the EU’s progress in achieving its climate 
and energy goals and its response to the energy sector's unprecedented 
challenges in the last year.

It is structured in three parts: the first describes how the high 
climate and environmental ambitions under the European Green Deal 
provided the basis for the EU’s crisis response strategy in 2022 and a 
strategy for growth and competitiveness; the second part analyses the 
state of play in the implementation of the Energy Union; and the last 
part points to future challenges for the EU energy system and energy policy.

EEA Report: Is Europe on track towards climate resilience?

European Environment Agency (EEA) has published an assessment of 
national adaptation actions. It presents the current state of play of 
adaptation policies and looks at recent developments and lessons learned 
over the past two years.

Heatwaves, droughts, floods and increasing wildfires were the 
top extreme weather events reported by national authorities, with many 
also reporting that they expected an increase of frequency and intensity 
of these events. Furthermore, almost half of the reporting countries 
have delivered new national climate risk assessments since 2021.

Discover new tools for climate adaptation and resilience.

The European Commission has introduced the European Drought Impacts 
Database and the Drought Risk Atlas to combat water scarcity and droughts.

The forecasting and foresight tools have been published to enhance the 
EU’s preparedness to combat droughts and water scarcity and are 
available to the public as part of the Risk Assessment on water scarcity 
and droughts of the European Drought Observatory.

EU Annual Report on the State of Regions and Cities.

This month, the Committee of the Regions published its EU Annual Report 
on the State of Regions and Cities as a snapshot of the most pressing 
challenges.

 From climate disasters, the Russian war against Ukraine or energy 
shortages to long-term transformation via the green and digital 
transition, the Report provides solutions and ideas from the ground.

Mission Project Updates
Complete the CLIMAS Engagement Status Survey.

Would you like to contribute to understanding the current engagement 
status in Europe? EU Mission Project, CLIMAS, has produced a survey to 
better understand the EU regions and local communities’ capacity to 
engage stakeholders and citizens in deciding climate change actions.

CLIMASaims to support the transformation towards climate resilience by 
providing an innovative problem-oriented climate adoption Toolbox, 
co-designed with stakeholders and citizens.

European Week of Regions and Cities Round Up.

This month, several of the EU Mission Projects attended the European 
Week of Regions and Cities. Regions4Climate, Pathways2Resilience and 
CLIMAAX were represented in the workshop 'Building a Socially Just 
Transition to Regional Climate Resilience'.

With over 7000 participants, 500 speakers and 220 workshops the first 
fully physical event after the pandemic was a resoundingsuccess.

Upcoming events
Resilient Europe: Empowering regions for climate adaptation

Join the Pathways2Resilience (P2R) launch conference and help shape a 
common vision for regional climate adaptation. The event will explore 
how regions successfully implement the EU Mission and what 
transformative adaptation looks like in practice.

On this day, P2R will also launch its first call for applicants to 
select regions and communities that will receive funding and supporting 
services from the programme.

European Union side event at COP28

As well as participating in the negotiations, the EU will have a 
programme of side events in a dedicated pavilion at COP28.

One of which is the EU Mission on Adaptation to Climate Change 
discussion on “Adaptation beyond borders: An EU Mission towards climate 
resilience” highlighting the Mission as an innovative initiative that 
unites European regions and local actors in addressing climate change 
adaptation challenges.

By learning from the EU's experience and innovative approach, we aspire 
to encourage international collaboration and action at the local level.
