This is old postproc code. The new RegCM code from ICTP website has the latest Postproc code. The code is also available at my weblink:
You should use this code for any post-processing. Also, once you start using the new code with any 'usgs' problem, you should send a follow-up email to Regcnet letting everyone know that why you had problems with usgs - it would remove the confusion which some users might have due to your earlier email..

Are you using an old
executable for this? Can you get in PostProc folder and create a new postproc executable file? Let me know how it goes. The error you are showing can only be possible if you have a postrproc which was created months ago using older PostProc version.

I do not understand why you have a postproc.in with usgs option. I had added this in 2006 and I had removed it in April 2009. It should not be there anymore in the postproc.in that comes in PostProc folder.
