[RegCNET] missing ESACCI-SOILMOISTURE.nc file in surface directory

We are now distributing this dataset under

http://clima-dods.ictp.it/regcm4/SURFACE/ESACCI-SOILMOISTURE.nc

Please note that You MUST register as a product user at:

http://www.esa-soilmoisture-cci.org/dataregistration

before using the product and MUST use the reference papers at:

http://www.esa-soilmoisture-cci.org/node/119

to cite the dataset in any derived research work. The final dataset here
at ICTP has been obtained from the ESA dataset with :

cdo monmean (each downloaded file)
cdo cat (all monthly means)
cdo ymonmean (get the "average year)
cdo sellonlatbox,-180,180,-90,90 (put correct spatial window)
cdo invertlat (respect convention of the other SURFACE files)

so NO credit must be given to ICTP for the dataset, we are responsible
only of integrating it in the RegCM model.
