[RegCNET] Underestimated precipitation in RegCM v4.4.2

Dear Graziano Giuliani, Dear RegCM users,
we've made simulaions with RegCM/CLM4.5 over West Siberia domain and faced the problem with extremly low precipitation in versions 4.4.2 and 4.4.3.
It is near 150 mm/year, instead of ~450 mm/year in fact.
This problem doesn't appears in early versions with RegCM/CLM4.5.
To exclude the possibility of local effects we made test experiment over Canadian region and find, that the problem still occurs.
Some technical details: 
- NCEP reanalysis is used for ICBC
- ploted model precipitation compared with CRU is attached
- input file is attached.
Is anybody else faced similar problem? 
Please, tell us if we made some mistakes, or what is the cause of this bias.
Any supposition may be helpful.
