[RegCNET] Nest of CLM output file just like ATM file

? The CLM output file is ONLY on the nested grid. The SRF, ATM and RAD
are on the model coarse grid. (the 100x100 in your namelist). If
enabled, the SUB file is on the 500x500. The CLM output is ALWAYS on the
500x500 because clm doesn't knows better.
