[RegCNET] Grell scheme activation

Hi RegCNet,

The RegCM documentation states that "[t]he Grell scheme is activated when a
lifted parcel attains moist convection." How does RegCM determine when this
condition is met? Where in the source code is the "IF" statement that
controls Grell's activation?
