This is related to either a missing or a not complete installation of the netCDF 
library. As of version 4.x, the library includes an executable named nc-config, 
which can be used to inquire the compilation flags to be used to include and 
link the library itself in the user code.
The configure script is at some stage searching for the nc-config. If not found, 
the script defaults to using the NETCDF environment variable or searching on 
system paths (/usr , /usr/local , /opt/netcdf) I neither of this methods works 
in finding out the netcdf library, the script just give up.

Please check again the installation of the netCDF library, and read the user 
guide on how to hint its location to the configure script.
