[RegCNET] RegCM4.1 output files open error with Grads

The data of RegCM model are on projected grids and grads is able to plot only if 
a CTL file and a projection information file is given. Please use the 
GradsNcPrepare program in the postproc directory to build them and open the ctl 
file instead.
