[RegCNET] Wind direction

Hi,

I don't think 'regrid' can rotate the wind direction. there is no such
function in either 'regrid.f90' or 'regrid.sh'.
If using rotated mercator projection, it needs another procedure to
rotate the wind direction. Is this right?
