[RegCNET] Patch for 4.1.1

A new patch is available on RegCM site at:

This patch fixes the following bugs:

- Documentation not updated after removing EH5OM for EHXXX in dattyp
- GrADS helper programs were no more able to plot CHE output after going
5D with them.
- Rounding error on Linux in updating times when using dt less than 1
minute (i.e. 20sec, thanks to Ufuk Utku Turuncoglu for finding this).

New feature implemented:

- Sync output files every write operation if debug_level is greater than 3

To apply the patch:

- Have GNU patch program installed (is prereq also for CLM, so should be
installed).

- Download the patch file from the link above in the RegCM-4.1.1 directory

- Issue the Following command:

cd RegCM-4.1.1
ls 4.1.1-p1.patch
patch -p0 -i 4.1.1-p1.patch

-Recompile the model

make

-Enjoy.
