[RegCNET] using CRU data

Dear all,

In the regcm global data set page (
http://users.ictp.it/~pubregcm/RegCM3/globedat.htm) the CRU_TS2 0.5 degree
resolution data sets are hosted.

Whether these data can be used in regcm3/4 to downscale to 0.25 degree
resolution.?
If it is downscaled using regcm3/4 can it be considered as observed gridded
data for comparison with other model outputs?

Some body please guide me on this as I am in need of daily observed gridded
data (0.22 - 0.25 degree) for crop yiled simulations.
