It's not true as you said. For Lambert Conformal projection, you cannot 
set truelatL to negative, but there is no problem to let some part of 
domain stretched to southern hemisphere.

Anyway, NORMER and ROTMER should work for a domain across the equator, 
especially ROTMER, ROTMER should work for any place.
