[RegCNET] problem with sigmatop

hi,

The SIGMAtoP code gets compiled but with a warning as follows:

fortcom: Warning: SIGMAtoP.f, line 17: In this DATA statement, there are
more variables than values assigned to the variables.   [INOUT]
      data inout/'ATM.1991010100'/
and also the execution is not gettng done may be because othis warning and
is throwing an error saying:

 domain parameters are not consistent
