[RegCNET] Postproc

Hi,

You need correct netcdf libraries to compile the code. Other than  
that, please note that this postproc will not be a part of upcoming  
RegCM release (perhaps it is going to write netcdf output). Once,  
RegCM4 version is out, I will not provide any user support for this  
postproc.
