Dear Rajesh 

In the terrain directory there is no Makefile with IFC ready to be use directly to compile terrain.f in a amd64 machine. So you have to modify a bit the Makefile_IFC8 to make it work. Just change the line: 
FFLAGS = -L../../Commons/env/liblinux/ -lnetcdf -Vaxlib
to FFLAGS = -L../../Commons/env/liblinuxamd64/ -lnetcdf -Vaxlib

In other words, you just need to change liblunix to liblunixamd64.

I am running RegCM model and my machine is AMD64.
Please let me know that what compiler and which makefile i need to successfully run terrain.x scripts.
Present compiler on my machine is Intel Fortran Compiler.
