[RegCNET] Problems in High resolution RegCM3 run

Hi,
Thank you for your helping hand. Yesterday I have got suggestions from Moet
to reduce time step (the same I got from Satyaban) and yesterday I have
submitted job giving shorter time step and till it is working well.
