[RegCNET] postproc of ICBC files

Hi Moetasim and all,

I am unsuccessfully attempting to  postproc ICBC data.
The code seems to  be not able to to control the start and end dates.
Also parameter 'bc' appears to be defined as "false"

Any suggestion - recommendation , please.
