[RegCNET] Loosing One month after Preproc.

Hi, 

Postproc does not do monthly average if the last time-step is missing in the 
RegCM output. This is normally the case when you run simulations up to Dec 31 
and not up to Jan 01. You can still postproc the Dec average using the available 
time-steps and averaging option : Average RegCM data b/twn idate1 & idate2.

You should set idate1=1961120100 and idate2=1961123118 or whatever is your last 
time-step is. However, you will end up with two files - one having 11 months 
average and one having Dec average.
