[RegCNET] Loosing One month after Preproc.

Dear all,
I am not sure of my result after running (./preproc.x) on some of my outputs
from ATM.1961010100-ATM.1961120100, my result are less by one month, means I
am loosing December. See my grads test below,

Tsize = 11,
ga-> set t 1
Time values set: 1961:1:15:0 1961:1:15:0
ga-> set t 11
Time values set: 1961:11:15:0 1961:11:15:0

Is this normal? or what is wrong with my setting?
