[RegCNET] constant field value in out data

It's possible that nothing is wrong.  For example, say you're looking at
cld (cloud fractional cover) in RAD.  If you don't set z (the vertical
sigma level) to something other than 1, you will always get a field of
zeros because RegCM3 clears out the bottom and top-most layers of the
atmosphere.  So it depends.  What variable are you looking at?  In what
file?  At what timestep?  Are all of the variables constant?  Are they
zeros or some other value?
