[RegCNET] problem running RegCM

I am guessing that you are using PGI compiler. One way would be to try IFC
instead of PGI. Also, try running model after removing -Ktrap=fp option in the
Makefile. The later suggestion is not a solution and may let model run without
floating point error but with errors in the output.
