[RegCNET] plv postproc problems

The version on the web doesn't have plv option tested. Both usgs and plv
options are set to false for now in postproc.in (and left for later use) -
This means at the moment, sigma to pressure should not be used. I left this
option incomplete because of some issues in RegCM output e.g I wanted PS
(surface pressure) variable in both RAD and CHEM files, which is needed for
pressure level interpolation - since PS is not there in RAD/CHEM files, I found
it least useful either to make postprocessing of RAD and CHEM dependent on the
presenece of ATM files (for reading PS form there) or to let this option
working for ATM only. Moreover, there are very easy few lines scripts in
ferret/ncl which could do this sigma to pressure interpolation.
However, if you think that its still useful to have at least ATM files working
with plv option, I can test the code for that.
