[RegCNET] runing Sub-BATS

RegCM overwrites the existing regcm.in when the simulation finishes for the
restart run. It seems that you are running a new simulation but using an old
regcm.in generated by previous RegCM run. Set ifrest to false and also set the
dates of the experiment accorindly.
