[RegCNET] question about parallel computer hardware and software for regcm3!

Dear all,   our apartment agree to buy a parallel computer for climate model running,special for the regcm3,It give us about 3.5 million yuan to buy its  hardware and software.But now I am not clear about its requirement,please give some suggest.what kind of  hardware and software should we buy?
