[RegCNET] not creating a grads control file

Hi,

Sarah is going to update RegCNET page for postprocessor that would hopefully 
have answers to many questions. The postproc available in RegCM right now 
doesn't write CTL file for grads format. I had originally added CTL option, 
however, it was not included in the current Postproc. NC files generated by 
Postproc are based on old netcdf functions and therefore require a CTL file for 
their viewing in grads. Sarah had given detailed answer in this regard in past-
one can check mail-list archives for that. 

I have promised Sarah to provide a one time update for postproc at my earliest.
