[RegCNET] RegCM3 on 64-bit linux

After the discussion with Richard and Baris, the above problem on 
AMD64-bit can be solved by:

1. using our beta version at:
    http://www.ictp.trieste.it/~bixq/RegCM3_beta.APR2006.tar.gz

    This version solves the preprocessing problem at AMD64-bit and SGI 
origin computer.

2. Under Main directory, the code works with IFC 7.0 (and mayby also
    IFC8.0 and IFC9.0), but it doesn't work with PGI5.1-6
    For PGI5.2 and PGI6.2 compilers, it works in 32-bit mode and using
    the options, FC = pgf90 -tp=k8-32 -byteswapio -Ktrap=fp

By the way, from this beta version, we will only support FORTRAN 
90 compiler (FORTRAN 77 compiler doesn't work).
