[RegCNET] Zheng & Lake Model

Neil,

I had asked this question before, and I hope Bi or Jeremy or any other
RegCMer may advise how to tweak the code to allow both zheng and bats flux
options to be  applied at the same time.

My other thinking would be to cheat zheng that the lake is part of ocean(
change landuse type). I think this is like what they do with the black
sea, which however is having characteristics closer to an open ocean
basin.
This may however have draw backs since we are dealing with a freshwater
lake!!!!!
