For configure the RegCM you have to know where is your libraries (zlib, hdf5, netcdf and mpi) are installed. if they are in the common path "/usr/local"  it is OK but else you have to mention this in your .bashrc or .cshrc environment profile otherwise you can mention this in the configure command line like;

./configure FC=ifort CC=icc CPPFLAGS=-I"path for the include directories for hdf, netcdf and mpi libraries" LDFLAGS=-L"path for the include directories for hdf, netcdf and mpi libraries"

I have also attached the config.log file. Please help me.
