I have tried now dt again at lowest values while dtsrf was 3(dt) but still the model crashes at the same particular point. I have made ICBC again and tried but still no success.

First we need to know what is your resolution because this error came from the CFL creteria.
anyway if you use high resolution like 20 or 25 Km you should decrease the dt and also dtsrf. as the following;

  &timeparam
 dt     =   30.,   ! time step in seconds
 dtrad  =    30.,   ! time interval solar radiation calculated (minutes)
 dtabem =    18.,   ! time interval absorption-emission calculated (hours)
 dtsrf  =   120.,   ! time interval at which land model is called (seconds)

note that dtsrf = 3 dt
