You need the largest one. The largest one is the one that contains the global data. It also has a file that tells you the values for lat0, lat1, lon0, and lon1, which you will need to input during the terrain preprocessing.

You need to get the one from http://clima-dods.ictp.it/data/d8/
This contains the ICBC files your RegCM will recognise as EH5OM

You will also need http://clima-dods.ictp.it/data/d3/SST/EH5OM/
This contains the SST files your RegCM will recognise as EH5RF and EHA1B
