If you are using the newer versions of the model, rhmin and rhmax are set in param.F, and read as:

rhmax    = 1.01    ! RH at which FCC = 1.0
rh0oce   = 0.90    ! Relative humidity threshold for ocean
rh0land  = 0.80    ! Relative humidity threshold for land

In older versions they sit in regcm.in.  For more information on SUBEX, read this article:
