My impression is that it can be better to use 32bit compiler.
The Makefile attached seems to be ok.

  Is there anyone working with this RegCM in AMD64 machine.
If so can you share me the 'Makefile" used for AMD64 to run
this model. I only need the AMD64 'Makefile' to run the model
for the Main/ component of the RegCM.
  I am working with the AMD64 machine having PG compiler. I successfully worked with TERRAIN and ICBC, as the AMD64 'Makefiles' are already available with the model. But for the 'Main' component of the
model there is no such 'Makefile' suitable for AMD64 machine.
Instaed I am using the 'PGI Makefile' by removing '-Ktrap=fp' on it.
So I request to users working with AMD64 machine, Is this the
right thing I am doing.
  Your suggestion will be highly appreciable.
