[RegCNET] Using new/different ICBC and SST data

Interface is still not available for CMIP6 models. I have multiple 
requests for this, but I can start working on it after fixing the new 
dynamical core. If anyone want to start coding it, the sst/icbc programs 
are to be target. In principle, a mod_XXXX_helper module should be 
written, to take care of paths/filenames/naming, and maybe rename the 
mod_gn6hnc.F90 to mod_gn6hnc_cmip5.F90 and on that blueprint start a new 
mod_gn6hnc_cmip6.F90? For each model, we do need T,U,V,Q (and SST) on a 
vertical grid with P,Z information. Giving a look at mod_gn6hnc is a 
little bit mind squelching, but the processing of one single GCM can be 
followed at a time. Another stopper is that we do not have storage space 
to download data in ICTP, and users must download themselves data from 
the ESGF.

OR write a vertical interpolation module in python and rewrite the whole 
pre-processing by using cdat or whatever.

The code is on git and open for contribution!
