[RegCNET] hourly CHEMISS file

Dear RegCM users,

instead of the monthly emission data provided by the default RegCM input
data configuration I have hourly data. I just would like to make sure that
the model reads them correctly, i.e. every hour and not using the first
time record as emission flux for the whole month.
Should I do some modifications in the code? The units in my netcdf are
"hours".
