[RegCNET] RegCM installation script

Dear Dr. Nazer,

Kindly see the attached script for installation.

Lines such as these "tar zxvf zlib-1.2.11.tar.gz" refer to the version of
libraries I was compiling so kindly change them according to the version
you have.

I have both MPICH and OPenMPI in the script but you may comment out the one
you do not like.
