For the clm3.5 there is no way from the namelist file to prevent the model to 
save history file. What is possible is reduce the frequency of the history files 
to one per month. To do this, set clmfrq to value 0. To prevent the model 
writing output file, you have to play around with the code, have a look at
histFileMod.F90.
