[RegCNET] joining and information

Dear Manager,
 I would like to ask a few very basic questions about RegCM3 and RegCM4. Could you please help me out before I start to use RegCM3?
 1- Can RegCM3 be used on personalcomputer & does it cost large amount of energy?  2- Can dynamical downscaling be done at home with easefor a region like size of Pakistan? 3- Where to obtain GCM data?
