[RegCNET] run chem

[Hang Le]

i have problem when run chem icbc with namelist test_013.in in directory
Testing
of RegCM 4.3.5.7

i run .bin/terrain test_013.in --->ok
bin/sst test_013.in --------->ok
bin/icbc test_013.in ------->ok

 bin/chem_icbc test_013.in has error

namelist test_013.in is attached below
