GLCC (Global Land Cover Characteristics) is a static dataset:

We have just reformatted it in netCDF and you can find our file at:

If you plan to have a scenario run with dynamical land use, you should
use the latest RegCM (4.4-rc32), compile the model with CLM45 + CN +
DYNPFT (see makeinc file) and download a scenario for land use in
