[RegCNET] CLM soil tempreture

 Dear RegCM users,

I found, that winter soil tempretures (TSOI variable) in CLM output files is unreasonable hot for Siberian region. Particulary, in the first soil level, average January tempreture is near +1 C.
It is extremly high, because near surface air usually has winter tempretures near -25 C in our region (and model data represents it correct). 

In the same time, average summer tempretures is near +15 C, that seems to be true.

Did anyone faced this problem?  What can be a reason of this mismatch?
