[RegCNET] nested run error

Not sure, but it may be just that the 00:00:00 of Nov 1st is not in the file. 
Can you please check? If this is an initial timestep, just start from Nov 2nd at 
00:00:00, or attach last timestep from previous month as first timestep of the 
November month.
