[RegCNET] New bug fixing release 4.3.5.4

Hi all!

A new bug fixing release on the 4.3.5.X line has been posted in the file section 
of the ICTP gforge site.

The 4.3.5.4 release fixes the following:

1) The OI2ST monthly NCEP dataset input layer was broken in regression from 
release 4.3 and have been fixed. The order of the indexes in the seaice read 
subroutine was not correct generating a memory corruption at run time.

2) The input layer in the model read subroutine have been reverted to the 
previous 4.X strategy to read data on one node and then distribute to the other 
nodes using MPI calls. The new parallel read was giving errors on some 
filesystems (notably lustre), so it is now an option in the outparam. Note that 
it may give performance increases only on clusters with high READ bandwidth on 
all nodes and with "smart" buffering enabled.

The new experimental, untested and undocumented SLAB ocean model have been 
introduced.
