The error is on creation of the terrain output file, unrelated to the "snow.nc"
file. I would go checking for the write permission, because the fortran program
does not expand the "~" character into a valid path.
About the snow.nc file: we have added a way to initialize the snow amount in a
run from the output SRF file of a previous run. The message "No snow.nc file to
read" is just telling that the program will just put a void snow amount.
