these are planetary albedo including surface and atmosphere contribution

I guess this way you'll get an vertically integrated view of 'planetary
albedo change due to clouds'. I don't know if you can really call that
'cloud albedo', there might be confusion with local cloud level properties
like cloud single scattering albedo or cloud layer reflectivity.

Yes solin is TOA, which make sense with the calculation of alb and albc.
