[RegCNET] decrease dt

Dear all,

I have run RegCM4.0 with the same regcm.in file, which is attached in this email, for 8 years. Even though there was no problem with the years 2001, 2002, 2003, 2004, 2005, 2006, 2007 when I ran it for the year 2000, I sawthe message below at the terminal:

How is this explained? The only things I changed each time were the ICBCs and the year in the regcm.in file.
