[RegCNET] initialization

The simple way is to use the setup_simulation.py under Tools/Scripts
directory,

./setup_simulation.py -d data_directory_of_SURFACE_ICBC
                       -s perform_simulation_directory
                       -n template_regcm.in

-n ../../Examples/regcm.in.TRS        (for RegCM4.0)

-n ../../Testing/test_001.in          (for RegCM4.1)

then you can edit the regcm.in generated by the above step
under perform_simulation_directory.
