[RegCNET] RegCM4 + lake release

Hi Michael,

RegCM4.1 will be released soon.  This release will include a properly
working version of the Hostetler lake model which is more user-friendly. 
A lake bathymetry map is now used to define the lakes so it is no longer
necessary to create the fort.40 file.  Also, all lake related variables
are output to a netcdf file.  I think you'll be very pleased with the new
version.
